If the Hitting is a -48.2 and the Bullpen is a -15.1 does that mean that our hitting department is three times worse than the Bullpen or do the numbers not really correlate that way because hitters are playing much much more than the bullpen guys are working?
As far as I know, it means team runs below the average major league offense/pitching/defense over the course of the current season (approximately 83 games so far) in this context.
But you’d want to get a second opinion on that. Also, 28th = 28th in the majors, etc.
And it may be going too far to say that the bullpen has 'hurt' us at all
given the whole disconnect between RA and tRA that gave rise to this post.

how about this: the run value of the offense’s performance to date has been three times more below average than that of the bullpen.
