If you were using Audacity's Effect tab to quiet the other track, if you go to Edit and then silence, that will remove all the audio completely.

Yes, but as far as I can tell, only over selected portions.
I’m not going to go through and select every non-speaking part of one audio track in order to silence the background noise. That would take hours
