The Pirates finished with a worse record than us by three games in 1986 but that was still back when the AL and NL alternated the 1st overall pick in the draft regardless of record.
With the 2nd pick the Pirates drafted Mark Merchant , a player who never had a single at bat in the major league. With the first overall pick we drafted Ken Griffey Jr.
